The field of candidates for the San Leandro City Council District 4 seat increased to five as Justin Hutchison filed his nomination papers on August 9, 2012. The other candidates for the seat previously occupied by Joyce Starosciak are Chris Crow, Darlene Daevu, David Erlich, and Benny Lee.
Hutchison has lived in San Leandro since he was born. He is married with three children and works for Target as an Executive Team Leader in assets protection. He is a registered Democrat and has not held elective office previously.
When asked why he was running for City Council, Hutchison responded, “We have failed to maintain this city with constant change and growth. Our streets are old and unpaved, Our Law Enforcement is running at mid 90's staffing levels and our schools and sports facilities do not compete with what other cities are offering. We have failed to draw upscale restaurants, shopping and entertainment that our peer cities have drawn in. In my opinion, we can one day make San Leandro into a thriving vibrant safe city, but we need leadership with an outside perspective, not just more of the same......”
If elected, his three priorities are to increase the police force, improve schools, parks, and sporting facilities, and bring better restaurants, shopping, and entertainment to San Leandro.
All of the District 4 candidates have filed their nomination papers and only Hutchison and Lee have yet to be qualified as a candidate, according to the San Leandro City Clerk.

The City Council seats for Districts 2, 4, and 6 are up for election on November 6, 2012. This will be the second San Leandro election to use ranked choice voting (also known an instant runoff).
