At one time we had the best schools in the country. Prop 13 grew out of our politicians, inability to address property taxation and inflation and turned into a nation anti-government privatization movement which is making us into a second class country where corporations and profits are worshiped and people a given a wedgie.

For $60 Billion a year you could double the pay of all U.S. teachers. Take that from of the bogus war or homeland security budget , homeland security, by the way is now a new government funded industry at $200 billion a year! (almost $400 million per congressional district) .
If we weren't a depoliticalized
culture of fear we might be able to do something about this.
