Meeting on Senior Affordable Housing Development at E. 14th and Estabrook Streets

On Wednesday, April 18, 2007, at 7pm, Eden Housing, an affordable housing developer, will hold a community meeting at McKinley Elementary School to discuss its plans to construct affordable apartments for seniors at the southwest corner of E. 14th Street and Estabrook Street.

According to a flyer from Eden Housing, funding for the project will come from a HUD Section 202 Grant, the City of San Leandro, and low income tax credits. Eden Housing has completed two other projects in San Leandro: Fuller Gardens on E. 14th Street, Eden Lodge at 400 Springlake Drive, and Fuller Lodge at 2141 Bancroft Avenue.

The project is planned for the former location of Sir Richard's Car Store Outlet at 2121 E. 14th Street, directly across E. 14th Street from McKinley Elementary.

From the Staff Report produced by Community Development Director Hansom Hon to City Manager John Jermanis dated March 13, 2007:

Proposed Affordable Senior Rental Housing Development at 2121 East 14th Street (at Estabrook Street): Eden Housing, Inc., an experienced nonprofit developer based in Hayward, is in the process of acquiring the former used car lot on 2121 East 14th Street for new construction of affordable senior rental housing. Eden entered into a purchase agreement with the seller in late October 2006. Currently, Eden has submitted preliminary plans to the City’s Planning Division for review involving two potential development options for the site: 1) three-story building with 51 one-bedroom units, and 2) four-story building with 83 one-bedroom units. Eden anticipates requesting acquisition and development funding assistance approval from the City Council prior to closing escrow in late July 2007.
During the February Business and Housing Development Committee meeting, the Committee supported allocating $30,000 in predevelopment assistance from the City Redevelopment Agency Housing Set-Aside funds to help cover over $120,000 in preliminary costs such as architecture, finance/appraisal, land acquisition deposit, and environmental work during the escrow period. On March 7 at 7 pm, Eden will conduct a community meeting at McKinley Elementary School’s multi-purpose room to receive feedback from neighborhood residents regarding the two development options in order to determine which is most feasible.

In 2004, Resources for Community Development (RCD) put forward a plan to develop the same site, together with the adjacent Salvation Army lot, into 94 units of low-income rental housing. Community residents raised a number of objections to the proposed development and RCD eventually dropped its plans for the project.

McKinley Elementary is located at 2150 E. 14th Street at the intersection with Estabrook Street. The meeting will be held in the multipurpose room, which is located straight ahead as you enter through the doors at the main entrance.
